With the POP3 service stuck in "Starting" status it would not respond to net stop... in this case it did show up in the task manager as inetinfo.exe. by using "stop process tree" the pop3 service stopped, as well as dependencies. restarted IIS Admin Service and verified all related dependencies started.

using Exchange System Manager > Administrative Groups | Corporate | Servers | (server) | Protocols | POP3 > right click and select "start" on Default POP3 Virtual Server.
